I'll have to revisit the film to make sure, but I could have sworn that before Turles ate a fruit, he read Goku's PL at 30,000 and they were roughly equal(maybe a slight edge to Goku.)

If that was indeed the case, Turles wins solidly. Saiyan Saga Vegeta had a max PL of 18,000.
