I don't see how this would be a rare or difficult power for any dark force user.

Scourge does it, it has to be pretty basic.

Seems pretty much like Dark Rage which even Force Adepts can do(the weakest of Force Users), only difference is it's coming from the opponent instead of coming from within the person themselves.

For Dooku:

Hmm, true. Anakin's associated with anger in that fight so much that I thought the anger there was Anakin's, not Dooku's. Oh, well.
