He's not exactly equal, and that's based on one extreme of a portrayal only. In the graphic novel, Dooku one-shots him with a kick whilst dueling Anakin. It's better to take the average of the two depictions (well, skew it in favor of the RotS novel, since it's much more reliable, but still).
And in the junior novel, Dooku's perfectly even with Anakin, who's better than Obi-Wan. Not to mention Tyranus holding his own against Yoda, which I doubt Obi-Wan could do.
Besides, Dooku is inherently at an advantage against Obi-Wan since he's familiar with his technique. Soresu doesn't allow Obi-Wan to make much offensive headway against a duelist like Dooku, and Tyranus knows how to counter everything Obi-Wan can do with Ataru.
Obi-Wan is just a small notch below Dooku as a duelist, with these two elements I'm confident he has the clear advantage in lightsaber combat.
Dooku is still a league above Obi-Wan, though, in the Force, and in this area Obi stands no chance.
All out - Kenobi would win again if not for a relatively passive combat style. He can't do much to prevent Dooku from more extensive usage of Force power.
It usually wouldn't matter, as it rarely dictates the fight, but Dooku is powerful enough for the Force to matter (as seen always when Dooku fights; ragdolling Kenobi, overpowering TCW Skywalker with Lightning), is incredibly masterful in using it in combat (as the whole TCW and RotS shows, especially RotS fight and fight against Asajj+Savage, or fight against Skywalker in Crisis of Naboo), and really, really likes to do it (as seen everywhere). In case of Dooku, the Force edge seals the deal.

At most, you can argue (without the debilitating effects) that on an equal playing field, Kenobi take 3/10 wins.
With the debilitating effects, Kenobi is taking Dooku. in 6/10
