Private/government Force users?
Why didn't more non-sith governments and private industries try to recruit or train Force users? Were they afraid of treason?
I mean, some did try, but they usually ended up having some fodder-tier bounty hunters who could also use a lightsaber and Force push. The most successful I can think of are imperial knights, and none of their rank ever produced an elite Force user.
