Reciprocating Force Speed (if that interpretation's correct) doesn't mean reciprocating, say, telekinesis. And it could well just be that the substantially increased "darkness" within Mace would've naturally proven an amp for him due to the properties of Vaapad, which would've made him fast enough to fight Sidious anyway.
