Yes, WS can go toe to toe with Cap, but Marv and Kevin are pretty strong in thier own right...

You're completely ignoring the massive skilled difference... marv is but a simple brawler while WS is a military assassin. You saw what happened when marv fought ONE fairly competent fighter in Kevin. He was destroyed. Kevin himself could only take one punch from marv. WS annihilates them both
Of course there's a massive skill difference, but Kevin has the skills, Marv has the strength and the durability.
Marv could Full Nelson WS' ass and let Kevin beat on him.
Even without that, Marv could distract WS in a one-on-one fight (Which will last awhile, because Marv is not going down easy), and Kevin could do something of a surprise attack.
Kevin also has those claw-like nails, could slice WS' neck.
And Marv obviously isn't gonna be down long enough for WS to take out Kevin.

And yes, Marv was able to tag him, but there is context to that; Marv prepped for Kevin with the handcuffs (so that Kevin couldnt dodge once caught) furthermore, Marv allowed Kevin to get close him with intent of taking some damage in the hopes that Kevins overly aggressive nature would cause him to make a mistake...
WS has the neither the luxury of prep nor the option of just letting Kevin attack him as Marv will be inflicting punishment on WS as well...
