Kun's blasts continually grow in power. So the answer is Sidious' up to a certain point then Kun. Also it depends since Kun's blasts are strongly kinetic whereas Sidious' are strongly incinerating.

If TFU is close enough representation of either ROTJ or ROTS Sheev, then his lightning's destructive capabilities seem to be insanely powerful. This, added to the fact that Sidious is simply more powerful makes him the victor imo.
