As I said, it's all the "public and private positions" thing.
Every US president has taken a generally hard line approach to diplomacy towards Russia publicly since the end of the cold war. Behind the scenes is entirely different. That's how you end up with your much maligned uranium deal along with International Space Station agreements,. Then there's the increasing trade between them (some $40,000,000,000 last year)
I did find the squabble in the debate about it amusing. Clinton accusing Russia of hacking in order to interfere with us elections and trump saying it might not be Russia or there might not even be a hack when only a few months ago he was encouraging Russia to hack the emails.
