Can the Official Prima Game Guides be used as evidence during an argument?

I say yes, but I know there are people who'll say no.

They can be used so long as they don't contradict the entire game or if they aren't contradicted by newer sources

Gameplay is non-canon, so obviously a guide to playing a game would fall under the same category. That being said, things like data entries are legitimate if they're included--just like in games.

Yes and no--it's a bit finicky. Video games are considered C-canon as well, but not everything about them is useable; namely, gameplay isn't canon.

Prima guides are the same in principle; it's official material, which means any included databanks and such are legitimate, but anything that exists purely for gameplay is non-canon. Obviously, the strategy guides deal almost exclusively in game mechanics and aren't going to be useable.

Leland Chee did say gameplay mechanics are canon, according to DC. Forgot where he posted the quote though.

Regardless, the Prima Guides' material on anything other than mechanics is definitely legitimate. Anything else is discretionary, though usually dismissed.
