I'd say the duo takes it. Gallia held her own for a decent period of time, and Luminara's even more well specialized against Savage, and has amazing teamwork.

She's essentially the more controlled and capable fighter, as would most members of the Council be.

Unless Savage explodes into a bout of rage, which he doesn't do in his current incarnation, I don't see him winning.

Yeah Unduli doesn't possess the physical nor force strength to match Savage blow-for-blow forever. Gallia's form was much more offensive than Luminara's as well.
