While I agree with hits harder, I'd have to disagree with moves faster. Batman got hit multiple times in his fight with goons. Arrow rarely gets hit when he fights thugs. Batman would have been seriously injured, might have been dead, if it wasn't for his armor.
And Ollie isn't exactly a lightweight in the hitting department either. In a pure h2h fight Batman goes down solidly. He may hit hard but that doesn't matter if you can't hit your opponent.
With standard gear Batman will have the benefit of his bulletproof costume but Oliver will now have all his trick arrows. So it's still a win for Ollie but it will be harder fought.

Not so sure all that holds so true. Only time Bats has ever looked faster was during Arrow S4's really awful fight choreography. But, as seen here, they've stepped it up to its former levels:
To give you some reference, he is fighting Lonnie Machin aka Anarky. And it says a lot that he was handling him so comfortably, considering Machin has shown himself to be an extremely dangerous and skilled fighter. Oliver had a nightmare every time he fought him in S4, and Machin even held his own against both Thea and Oliver more than once. So it shows that Ollie is back on his A game here.
Batman dodged almost point blank shotgun fire while scrambling across a ceiling/wall in an awkward position, thats pretty quick. I don't recall Oliver having any feats like that.
Also his combat speed is commendable; he took on four guys that were closed in on him with only a slash across his neck to show for it, he dismantled those 4 guys while nullifying their superior numbers through his combat speed and technique.
