In the novel, we learn from Revan that having experience/knowledge on Vitiate's TP is very essential if one is to resist it. The fact that even Meetra and Scourge can resist his TP due to Revan's knowledge on Vitiate's TP supports this notion. As for HoTlander, he was TPed by Vitiate once (Act 2), and shortly after he was able to resist Vitty's attack (Act 3). The fact that he can resist him after becoming more powerful isn't really surprising.
Luke doesn't have these advantages here.

When has Vitiate ever dominated someone on DE Luke's level? It was implied that he was only able to dominate mando wars Revan and Malak (on a dark side nexus) because they were already conflicted.

The fact that prior exposure helps doesn't make it necessary. His TP obviously isn't infinitely powerful given that powerful enough characters can break out of it after they leave him (so presumably an even more powerful one could break it from the start).

And nowhere does the novel say as much.
The HoT is also never said to have learned any special technique either to my knowledge, and instead in KotFE Valkorion concedes that he is simply too powerful. If the fact that he couldn't TP him while unconcious can be verified then that pretty much debunks the idea that some special hand sign is necessary to counteract this.
