At this point, Yu Law is still faster in reaction time. Not only is he fast enough to pick a man up and put him in the way of already fired assault rifle rounds, as well as dodge pistol rounds while only being able to move his head/neck. He moves so fast the world around him is in super slow-mo. Kryptonians can fly fast, and dash blitz, but their actual reaction and perception of time doesn't slow like his does.
