An exact number of people in Woodbury was never given in the comics, but I'd say between 40-50 based on what we saw.

Negan, on the other hand, had hundredS of people under his command:

That's also why Negan didn't really give much of a shit about losing a dozen(+) men. Losing that amount of people would have all but crippled most of the other communities... Barely even scratched the surface of The Saviors, though.

On another note, the community Stephanie(the girl from Ohio that Eugene has been conversing with over the radio) belongs to seems to have considerable numbers/resources as well. When Eugene mentioned that Alexandria has 50ish people, she straight up said numbers that low wouldn't pose any sort of threat to her community at all. /shrug
