Jaina was already equal to Kyle/Kyp well into Dark Journey, per her ability to duel evenly with Kyp and Luke's statement about their relative parity with each other and Viun Gaalan. Jaina admitted inferiority to her brother as a swordsmen in the same book, and admitted to her inferiority to Caedus even well into LOTF where she's noticeably superior to either.

Jacen should be above Kyle at this point, if Jaina who was able to fight on par with someone on Kyle's level admitted to being less skilled

That's assuming Luke's rough estimates to be correct. Not to mention, the quote comes from a source years and years after Dark Journey anyway.

It does mean all but Kyle = Kyp as duelist. They are in the same tier; it could mean that Kyle beats Gaalan 10/10 in a good fight, and Gaalan Kyp 10/10 in a good one. Or the other way around.
