How? He has no on screen feats other than killing Strange. We don't know Dormy's limits to his durability. It's possible that Dormy can get oneshotted or oneshot DM.
We know next to nothing about the scope of his abilities.

It took Strange using the eye of agamotto to loop time to even stalemate Dormmy plus Dr Manhattan was pure scientific being where as Dormmy was super natural being.

That isn't saying much since Strange is relatively weak when we are talking about people in Manhattan's tier.
