I think they are on par in strength but Doctor Doom has electro magnetic powers(lightning bolts) that will hurt T-3000 Connor.

Doom's strength is hard to gauge, but his durability is through the roof. So he could literally tank whatever Connor hits him with all day, as he's nowhere near Thing.

And yeah, just zap him until he dies.
