Even robots aren't safe - he's oddly enough managed to scramble the Sentinels in the past.
There are various people on Earth who are immune and/or highly resistant to telepathy.
Dr. Doom would seem like one of the people who wouldn't be put under the control of Xavier.

i think once prof x starts they wont have control of their own minds for the most part if he uses cerebro we know he could kill off most of if not the entire human race then hes left with mutants.
I'm not sure the Magneto trick would even work anymore tbh. That said, yeah, if everyone is actively fighting back, he'd lose. The one plot point a writer could manipulate is that Xavier still has the Mind Gem I believe. If he could coerce the other telepaths into joining in...things could get ugly.
In the other scenario though, Xavier is scary. He doesn't need to outright mind control the planet. Mental pushing heroes, villains, and world leaders to start fighting each other would cause immense chaos. It would be quite some time before anyone even guessed it was him.
Professor X mind control half of the population. Have Cannonball put a shield over him, Psylock, Graviton, you get where I'm going with this. Then have guards surrounding the building...people like Thor, Hulk, Wanda, Hyperion. Have Wolverine, Sabertooth, Spiderman Caliban inside the house to detect any nearby trespassers. Have Blink put teleporters around the Cerebra room. Have Kitty Pride near him with his hand on his shoulder intangible at all time while Xavier is picking everyone off or mind wiping them. Easy win.

The best bet is a secret assault. He could even deal with outliers like Fantomex pretty easy. Have Psylocke text him for a booty call then TK his head off.

This is why these threads kinda fall over, when it depends on the poster. Either a secret assault, or a single overwhelming strike, is needed.
