...that proclaims Sidious a master of every weapon? I've seen Wollf and Nova mention it a couple of times.

I believe it does. Though we can infer he knew every single fighting technique, or at least most of them, since just his acolytes and hands learned the nerve-pinching Noghri Stava technique, the Echani technique, tra'kata and fighting with a Force Pike.
