Just like Snoke seems to be a poor man's Palpatine and Kylo a poor man's Vader, Hux seems to be the equivalent of Tarkin, where he has the military command and Kylo is a free agent who doesn't really have to follow his orders; especially if he's busy throwing another tantrum.
After losing Starkiller Base, his "stroke" may not be so stroke-y anymore, we'll see in epVIII

Both he and Hux failed. Kylo's training will now be completed and they will strike back. Mark my words if you think they are done you're flat out wrong. This isn't the first time.
