The government controls its members of the suicide squad generally by implanting explosives in their body such as their head. If they disobey Amanda Waller generally blows them up

My guess max lord is controlling them through telepathy

Or sometimes they just join to blow shit up

Sentry is more powerful than all of them combined.

Sentry's mind has never been acceded without his consent. Emma Frost had to ask Bob to let him enter in his mind or it would be too dangerous for her despite Bob lacks of training.

In order to refresh your memories, Emma was able to psi-blast Nate Grey despite the difference in power and the fact that Nate is well trained in the use of his power:

Marvel Boy aka the Uranian tried to telepathically enter in Sentry's mind but couldn't see anything and had to stop because it was becoming too dangerous:
