Ragnos has never been stated to be more powerful than Nadd or Muur. He's the most powrrful of the most powerful of the Golden Age Sith, something neither Nadd or Muur have ever been. Infact it can be implied that the three are equals.

Tbh that's a vague quote. It could refer to "of his time" or "up to his time" or "of his era" or any number of other interpretations.
