Dooku. He's albe to stomp Obi-Wan in 2v1 battles, and Ahsoka is Kenobi's inferior at that point, and she definitely is not Anakin's equal.

Legends Dooku very well could, his feats, accolades, powerscaling, ... is just in another league. I've never seen Ahsoka move cruisers with ease or being leagues above a guy that can pull ships out of the sky.
