It takes longer to produce precisely because he pours more energy and power into the attack. If bursts were as powerful or deadly as a storm, why would Thanaton even bother pouring his energies into creating one, instead of simply attacking the single opponent in front of him with bursts?
And on that note, how is it that a technique is more powerful, advanced or useful because it takes longer to use? That seems incredibly counter-intuitive. [/B]
Since it's harder and more exhausting to create a Force Storm, it should logically be more efficient or powerful, otherwise no one would take the time to conjure one in the first place, unless that someone was pretty stupid.
