Nope. Exar is obviously his superior.
Nadd, Ajunta, Marka and possibly Sorzus are most likely his slight superior as well.

Kun, Nadd, Pall, probably Hord and possibly Ragnos and Sadow were above him imo.

Kun is above him but after that I have him as the second most powerful Ancient Sith.

He's weaker than at least nine. No where close to the best

Exar Kun is canonically superior. Other than that, someone like Nadd or Ragnos could be debated as superior, as well. Possibly Sorzus and Ajunta.

Ragnos and Exar Kun are stronger

Kun is canonically the best of the ancients. But Muur is pretty high up there. He's really on surpassed by Ajunta Pall and maybe Tulak Hord, being that's he's compared equally to the likes of Marka Ragnos, he should be at least close to Ragnos in power.
