When his powers were altered his strength was reduced, but he's still had something like 1 ton strength. Deadpool isn't really an accurate guage for ANYTHING because of his position as something of a joke character. Didn't the guy cut a powered up Thanos with a knife lol

And no, in her classic(though not original) incarnation she didn't have to percieve threats for her powers to work they were automatic and actually out of her control for the most part. That's why she had to part ways with Spiderman, just being around her was causing him bad luck and she couldn't make it stop. Domino is the one who's powers are based on conscious effort of what she's doing I believe.
