Top Criminal Underworld Figure in Galactic History

Who at any point in history had the most impressive grip on the criminal underworld?

Was it Maul with his control of the Hutt Clans, Black Sun, and the Pykes with his Shadow Collective? Has anyone ever topped this level of criminal power, and if so who?

I would say Xizor and Tyber Zann make Maul look somewhat minute in comparison.

Xizor, the Black Sun under his leadership was the most powerful crime syndicate in the galaxy which even before Xizor the Black Sun was pretty much being able to do anything they wanted, at Xizor's death, the Black Sun would never regain such power. He was considered the 3rd most powerful man in the galaxy, right behind Sidious and Vader.

Dude is so criminal that he makes the law. Law that he's going to break anyway.

So Xizor, yeah. Tbqh though, I wouldn't really count Maul, he wasn't an Underworld figure in the sense that...well that's what his career and his ambitions were. He just used those organizations to build himself up to get back to his master's side, a means to an end sort of thing, at least that's what he seemed to imply to Sidious when he arrived and what I took for it.

He wasn't in it to make money and run a business or anything of the sort.

He was not trying to get back to Sidious's side, that was him bullshitting because he didn't want to get ****ing slaughtered lol

Yeah. It was pretty much the biggest organization out there, when Xizor took control that just further nailed the coffin.

Which I'm not saying it's impossible, I'm just curious as to the details.
