Savage probably wins force but loses the other two.
Qui Gon is a very skilled duelist but because he trusts the force and adapts to the moment he does poorly against focused and tactical opponents like Maul or Dooku, a predictable monster like Savage however is going to be exactly what Qui Gon is best at dealing with. Neither of them have much use for strategy but while Qui Gon is highly adaptable and can change his approach on the fly, Savage has only one option, brute force, which should be very exploitable for someone using ataru who is also great at improvising. Qui Gon is also taller than Savage and well built enough that he wont be shoved around as easily as someone like Obi Wan, which is a serious issue for Savage since he relies on powerful offense almost exclusively. I would still expect Savage to have a strength advantage but its not going to be significant enough that he can overwhelm Jinn.
A force only fight favors Savage because Qui Gon seems so reserved in his offensive use of it, while Opress is powerful and relentless. Jinn might hold out for a while but I dont see him being able to put Savage down.
All out is the closest but Qui Gon should take it because of his adaptiveness, unpredictability and saber advantage. He cant compete in terms of force offense but he can play it defensively and bait Savage until hes able to use his saber to finish it.
