How would you rank the governments and empires that lived in the unknown regions based on their military strength?

The Vong weren't based out of the Unknown regions though, they were extra-galactic. The unknown regions are actually a part of the Star Wars galaxy, which isn't the same as where the Vong came from.

I originally thought OP was asking for civilizations that were simply beyond the mainstream SW galaxy. I see now that he is asking specifically for civilizations within the Unknown Regions.
