Kanan should stop around 10-11, he has some insane feats. Also the Seventh Sister and the Grand Inquisitor should be way higher, not Secura, Tano, Gallia or Offee have anything remotely close to dominating someone that can stop collapsing caves vastly pre-prime or manipulate ship sized asteroids with enough speed that they can intercept a Mandalorian Gauntlet figher.

Seventh Sister never dominated him.
Not directly but she has shown to be more durable than the Fifth Brother (staying conscious when Ahsoka blasted her with a more concentrated Force Push contrary to the Fifth Brother) and considering that she's physically far less impressive than the Fifth Brother the only other way she could've performed the way she did was through superior Force augmentation.
