I wouldn't say "solidly" as much as he "comfortably" above her. She still would give him a damn good fight, but Plagueis is above her just enough to take an 8/10 Majority or so.

How do you gather that Vaylin's "successor" would be more powerful than her? She doesn't fall under the Rule of Two or anything even similar to it.
