No. A retcon explanation in a damn handbook says so, but we know it's far from true --- Classic KP was just blatantly superhuman, even though he wasn't born a mutant and had no enhancements. Fisk from 90s TAS was pretty much the same, toppling Sentinel-sized robots, owning Spidey and Scorpion with his bearhug, breaking free from metal restraints, etc.

I know this. To me Fisk will always be above the likes of Cap/DD and slightly under Parker

So its settled then. Nightcrawler tele-drops Classic Kingpin onto current Kinpin from 60 feet high.
