Rivalling Kun just a year prior to Kun's peak, at which point Az ranks him about on par with Reborn Krayt, IIRC. I rank him around there as well, and I believe there are several others on this forum also — including you.

Given that Wyyrlok is noticeably inferior to even Vong Krayt, I'm not seeing what's so preposterous about Ulic > Wyyrlok? And you might be able to argue that Wyyrlok grew upon becoming the Dark Lord, but so did Ulic, and tremendously at that. Wyyrlok's tenure as the Dark Lord was even shorter than Ulic's career under Kun as well. Seems like Ulic has all the bases covered.

I may rank Kun a bit higher now, but I'd need to think it through thoroughly to be certain. They're very close, though.
