God, this is tough. My full thought process is a bit lengthy, so I'll withhold it unless there's additional discussion. But imo he beats Wonderman, could probably split with Jack. Then it's trouble. Magneto beats him pretty clearly (again, imo). Given his telepathy skill, he might be a matchup problem for Stewart but any competent GL (like Stewart) has more overall power. Terrax and, more obviously, Surfer obliterate him.

Legends or canon? If Legends, can Luke go into Oneness?

Anyway, I actually think he has a better chance against John than Magneto. But we agree on the rough place he stops.

No. But he could just straight-up overpower him. Luke's most haxx feats are somewhat contextual, and while Legends Luke has more powers than MegaMan on the final stage, he's not going to be able to bring anything to bear on a moment's notice that could compete with just a relentless power cosmic assault.

Seriously, even with his best, comics are equally crazy with high-end feats. Luke would unquestionably be high meta and nothing higher if it weren't for like 1-2 crazy feats that could likely be interpreted multiple ways. He's versatile as hell, so he presents matchup problems for some above him. But that's about it. Anything more is stretching hard imo.
