How long would these guys take to generate a cut off arm (example. death, cant ,1 sec, 1 day, 1 month, 1 year)

Piccolo was turned to stone and Trunks punched Piccolo body over and broken him into small pieces. Piccolo then reverted back to his normal self, not stone self, and healed his entire body in a minute. He beats anyone here...

Then why did they have to wish him back after He got KILLED in the first Vegeta Story arc?
