Alright this is a best person for the job thread. 5 people high ranking officials are being held hostage by 12 street/low meta villains. The plan is to infiltrate subdue, & rescue.
The guards get standard weapons.

4 exterior guards 1.Gladiator(Potter) 2.Bullet 3.Shocker 4.Toad

Then

4 interior guards 1.Bullseye 2.Bengal 3.Batroc 4.Crossbones

Then

4 final guards 1.Bane 2.Kraven 3.Tombstone 4.Taskmaster

Midnighter, The Shadow, come to mind.

I thought of them, too.

If there's no power cap, the Atom & Martian Manhunter would both be sneaky and able to overpower all the bads.
