Really cause when they both were racing after Wally around the world neck and neck going at full speed they seemed like equals. Atleast in regards to running speed.

Even recently Superman raced a faster than ever Wally and was only a smidgen slower than him.
Jay is nowhere that level in speed.

In DC and Marvel comics, at the very least, you can't use objective measurements of speed to determine how fast a character is. Just as you can't use lifting feat measurements to rank strength. Writers tend to just pull numbers out of their ass when they ascribe them to feats.
Another wrinkle is that at DC, and possibly at Marvel, lightspeed has often been used as a limit, particularly on Earth. But it has been exceeded at times on Earth, and is frequently exceeded in space. You definitely can't compare space travel speed feats with planet-side feats.
At any rate, Flash is much faster than Superman when he really cuts loose. But he's typically not so much faster that he could battle Superman with impunity and never get hit (though some writers have portrayed him as such).

Which Flash is this? Because with some versions if Flash is 100 Zoom would be around 500. For example if this was Wally West, Superman would not be a 99 or anywhere in the 90s. Yet Wally needed to absorb the speed of several other speedsters just to keep up with Zoom.
