Nah, at his best Solomon Grundy was beating the JSA. He even gave Sentinel (Alan Scott) problems. Crushed his battery.

not really, but his skill gives him a huge edge and he's displayed that he can fight evenly against and beat other high heralds like thor and hulk.

But this is Grundy at his best. That's a tall order, even for Herc. Herc does take an average Grundy, though.
