Kovar from what I've seen. Punisher was pretty durable, but he wasn't ultra-skilled or ultra-strong. Kovar seems borderline superhuman in terms of physicals and is decently skilled himself.

lost twice to a pre-season 1 Oliver, who wasn't even on par with Merlyn at that point. Yes, the second time was after a helicopter crash, so he wasn't 100%, but Oliver wasn't 100% either, having been repeatedly tortured by Kovar before escaping.
