Luke thought Ben Kenobi was more powerful than Sidious and Brakiss was a challenge, yet Ben gets stomped by Sheev and Brakiss got stomped by Luke... His words mean nothing, especially when compared to Ragnos who he knows next to nothing about.

Plus, the statement itself is vague; he's a threat to the New Jedi Order, but in what way? As in he can solo the entire Order? Not likely. He's probably referring to his millitary might, strategic genius and battlefield strength given Ragnos has a reputation as a cunning Sith Lord, with considerable army-leading skills and also has a vast number of followers ready to fight for him.

New Jedi order thing is correct.But depends from point of view.It might be like KFV situation,but I find it like this.Luke only "fears" Ragnos because he doesnt want any threats until the Order is "stabile".

Indeed, there's a lot of variables for Luke fearing Marka and his cult besides Marka being uber stronk. Honestly, Luke is already more powerful than Exar Kun, who in turn is more powerful than Marka, at this point so I doubt Ragnos could legitimately beat him or anything.
