I wouldn't even put his strength at 10%. By feats, it's infinitismal fractions of a percent (benching planets vs. lifting cruise ships)
If say, Flash was 100, and I'd put Quicksilver at 50 and Wonder Woman at 55, it wouldn't mean that Quicksilver is 50% as fast as Flash or Diana 55%, just that they are close to eachother while Flash is far above.
