From what I'v seen...

Toppo > Hit in power

Hit >Toppo in kickass abilities

Hit seems smarter than Toppo so far and has a high adaptability rate so I give it to Hit.

With the information we have, Toppo is stronger.

That said he is very one dimensional

SSJB Goku kicked Tobbo's arse. We don't really know how strong Toppo is at full strength, but we so know Hit can stand up to Super Kaio-Ken.
