2. Roughly equal. With Thor's lighting being more destructive overall, and Superman's HV having more pinpoint uses.

Thor's lightning doesn't has better destructive power and isn't as powerful as HV.

Superman's HV is an elite top tier level energy blast. I have no idea why people think it is somehow less potent than the energy blasts of other top tiers.

In fact, it may be MORE powerful than the blasts of most other top tiers. However, it does tend to drain him more quickly than is the case with other energy projectors. I'd basically give Superman greater peak output than Surfer, but less stamina when it comes to tossing around blasts.

Compared to Thor, Godblast clearly wins. But HV can be more powerful than some other hammer blasts. But it is really hard to know the limit of the hammer in non-Godblast mode. Typically, Thor's biggest energy shots seem to take some kind of prep or wind up--likely for no realistic reason, but rather just to explain why he isn't always throwing them around.
