Honestly. If Ki and chakra are considered different in this scenario, Tien wins.
If they are considered the same. Madara wins. Because then Madara can abosrb Tien's energy attacks.
Having said that though. Tien's Martial arts or Taijutsu would be considered greater than Might Gai's 8 gates by the obscene power scaling we see in Dragon Ball Z. In which case. Tien would win.
Also, physics helps both parties. I don't think dbs characters reach sound speed, if that's what comes up in this debate and here's why. Mass effect when you pretend (trunks ruins THEORIES) like you don't know where their speed are at. Now we're playing with portable (gravity machine!) power. The verdict of flight speed (Mach 5 at best!) out weighing movement speed is being realistic in their world. Him moving at sound speed in the room is impossible because of his mass, he'll definitely cause a large shockwave. So vegeta lowered the gravity so the laser beams can go faster! So if vegeta is sound speed he would switch from the gravity room over to the hyperbolic time chamber. Vegeta would have tested his speed out at any transformation so he could go further, so he's not sound speed.

Edit: from the explanation of how Genjutsu works and the effects of the 8 gates there is a solid argument that you should be immune to Genjutsu.

If we are doing this arguably and speculating, then Tien who got his third eye through intense meditation and can communicate with people via telepathy has greater genjutsu equivalent training then Gai ever had, and can see through and mimic any attack his opponent makes. Ofcourse the limits of this was never expanded on so I wasn't going to mention it.
But by your standards we are allowed to assume and speculate so why the **** not.
