Android Arc Question (Dragonball Z)

If Gero could remove his brain, and create artificial bodies... Why didn't he make himself Cell?

Kinda a question without a real answer, just wondering if you guys had a theory on this.

Because he isn't a fighter.

Because he made his body cybernetic, he didn't remove his brain? Also he's a creator, he wanted to make things he could control.

He could have just settled for making himself one of the stronger 17 and 18 model androids. There isn't a legitimate explanation for this that makes any sense. It's just thoughtless and bad writing.

Gero states that the reason is that he craves power. So he took a design that would constantly have a need for growing stronger. Basically he was being poetic and stupid

Cell was bioengineered, not mechanically constructed.

Why he made himself an absorption model and put the Infinite Energy Reactors in #17 and #18 doesn't make much sense though.
