I thought the power gem was supposed to give one access to all power and energy that has ever or will ever exist?

The key is potentially!
Just like Hulk possesses limitless strength. It's a potential type of thing.
We have many examples of the PG not amping someone to levels of all power that ever and ever will exist.

Here are a few.
Drax being stunned, Champion being hurt, Champion not being able to bust through Thanos shields in one hit, Thor not being able to put Thanos down in one hit, Thor being stunned by Thanos, etc.

It's a rate thing. How fast can you draw energy from the gem. Each user is different.
