Superman and Cap are portrayed equals. The same can be said for WonderWoman, black Adam, and Martian manhunter in relations to Superman

The truth is though, Superman is DCs biggest property and when push comes to shove, he gets majority of the feats that make him their superior

Cap admires Superman. Example, Cap and Superman fight when Eclipso took over, Cap was asked to kill Superman, rid the earth of this threat. He didn't do it and we know why.

Eclipso wanted Cap to kill Superman too and wasn't fighting at full power.

In POS 46 he wasn't holding back though. Try to read the comic.

The mandated and dogmatic rule that Captain Marvel and Superman must be physical equals in all shared powers did slowly wane and ultimately die over the last couple of decades.
The idea is still played with from time to time, but I don't think most writers feel they are identical anymore.
