At the time of the sports Festival arc, Todoroki. In terms of current Bakugou, however, I'd say he takes this given his showings against Deku Full Cowl 8%.

Even with the arm canon?

The ice attacks were handled by normal explosions. And the canon took out the side of a building, not sure what he can do to defend that even with both elements.

todoroki would have beat bakugo in the tornament
