Honestly I think just his upgraded webbing the hacked suit is offering should be enough. Between the Impact webs, Taser webs and extra thick web options, I'm really not sure how Cap could counter any of that.

But a properly utilised Spider-Sense on top would of course take him well past Cap and BP's level.
