No it isn't. If you are able to dominate someone then you have to show you can consistently hold them in place after you've taken them off guard and Force choke is unique ability that seemingly bypasses Force defenses.

Not really, IMO. The text notes numerous circumstances that allowed Eldra to even contend with Maul - circumstances that, if lifted, would have Maul winning pretty quickly.
